§ 34-33. Meetings; quorum; organization; minutes.

  • (a)

    In accordance with A.C.A. § 14-14-707, the library board shall by rule provide for the date, time and place of regular monthly meetings or other regularly scheduled meetings. Such information shall be filed with the county court, and notification of all meetings shall be conducted as established by law for public meetings.

    (b)

    Special meetings may be called by two or more library board members upon written notification of all members not less than two calendar days prior to the calendar day fixed for the time of such meeting.

    (c)

    A majority of the library board members shall constitute a quorum for the purpose of conducting business and exercising powers and responsibilities. Library board action may be taken by a majority vote of those present and voting.

    (d)

    The library board shall, at its initial meeting of a quorum of members, elect one of its members to serve as chairperson of the library board for a term of one year. Such chairperson shall thereafter preside over the library board as chairperson throughout his term as chairperson. In the absence of the chairperson, a quorum of the library board may select one of its members to preside and conduct the affairs of the library board.

    (e)

    The library board shall provide for the keeping of written minutes which include the final vote on all library board actions, indicating the vote of each individual member on the question.
