§ 54-31. Purpose of article.

This article shall regulate the storage, collection, transportation and disposal of all solid waste generated by residents or commercial entities within the boundaries of the county and outside the corporate city limits of any municipality in the county, and shall provide for the development of a comprehensive solid waste management plan and program which will recognize the need for proper solid waste management in the county and the need to conserve energy and to operate the system as efficiently and cost effectively as possible.
